2008 st sport II timing woes

Using this drawing to set the timing after the belt broke. Installed new belt and got it running (before we found this drawing) but was at only half speed, no power at all. Timed now to match drawing no start and fuel and pressure coming from the carb. Have spark too. Is this the right chart for this engine? The engine is the Subaru 11 hp, eh 352. I did a search and found nothing for this particular engine. Where can I find the repair manual for this cart? I have the parts and service, and owner's manuals.
