Installed the spark plug and after some tinkering got it to fire up. It seems to start reliably every time I press the pedal but I have no throttle above idle except for an occasional rev and I'm not moving. Guessing the drive clutch is stuck. I believe the wiring issues are fixed so I'm guessing I need to start a new thread.

Got it rolling! I have to hold the choke out partially to keep it running so I'm thinking the carb still needs some cleaning. Thanks for the help guys

So, I'm getting this thing running pretty good (when the needle valve doesn't stick). After about a 2 mile continuous ride and stopping at a friends house, it wouldn't start back. Just turned over and over. Seemed like the new battery was weak so I put it on a trickle charge. According to my charger it was at 40 percent. So after recharging, it decided to die again after several laps around the back yard leading me to break out the multimeter and start checking some things. So the battery was at 12.85 volts with no load. When I started the engine and ran it at near top speed I was only getting 13.4 on the battery. I checked the D+ and D- terminals of the voltage regulator and got less than 0.5 volt. Does this mean that the voltage regulator needs replaced?
