Default Yamaha G1 starter/generator dead short

I have what I believe to be a late 80s G1 (number on the engine indicates 89). I put a new starter/generator in the thing and when I connect F2 to the battery (positive) i'm reading 13 volts at F1, A1, and A2. The negative terminal is disconnected and i'm running the meter from the negative side of the battery to the starter/generator posts to test. This can't be right can it? With everything hooked up the starter is trying to turn very slowly and it drained my battery, key in any position. I currently get an arc whenever i try to hook the battery up. Solenoids are new as well but double and triple checked, and this issue is occurring with them removed from the equation. Any help would be greatly appreciated! Thanks

Google "bench test starter" and you will get a lot of hits to include some You Tube videos. If your starter bench tests ok then your issue is something else.

Why did you get a new starter? Were you having an issue before? That might be helpful for narrowing things for you.

I have found your "if it passes the bench test, it's not the problem" assertion to be not always true. I have seen aftermarket starter/generators pass the bench test, and constantly blow fuses when in the cart.
