I don't think you have auto adjusters on the ole cart... Get a medium flat blade screwdriver and a flashlight. Remove the wheel and search for the adjuster star with the light thru the hole.... now adjust it until you can not turn the drum and the back off until it just skims at some point in the rotation.....that should be pretty close aloha

If these are anything like a 2001 club car the adjuster wheel is connected to a bracket that is screwed on. you by any chance did not take this off and when you put it back on tightened it up tight did you? The bracket has to be somewhat loose it has to slide back and forth for the brakes to work properly

I first adjusted till the pads would just touch when rotating the tires, but the cart would not stop. I next adjusted it till i could not turn the tires by hand. Event then after that, the can push the brake pedal to the floor and it will not stop. Will try the cable adjustment again in the morning.

Sounds like you are sneaking up on the proper adjustment ..... back those shoes off until you cn just turn the drum and hear a little contact somewhere in the rotation...... then adjust the slack out of the cable and give it a try..... don't look for miracles .... ezgo brakes a notoriously ineffective

I have seen those and a straight up turn-buckle setup depending upon the year .......
