is it fully charged?

try running the cart for a mile or 2 then plug it in

the OBC needs to see some amperage used before it kiks on

but if this doesent work find a friend withe the same or close to the same cart and swap chargers
if your charger works on his cart you know your charger is ok
if his charger works on your cart then you know it may be an issue with your charger

one side note check the little fuse in the yellow holder (just thought of it)

Recheck fuses and voltage at the receptacle .... If the charger is not clicking when plugged into the cart then fuse or relay is bad.
