Ok, I know I can't afford, at least right now, to change out all those at once. I may be crazy, but I'm thinking that since I won't plan to use this controller after I get a new one anyway, I might as well just keep using it until it finally goes. If I could somehow rig up a fan that would blow on the heat sink while I'm moving around at slower speeds, would that help any? I know I sound cheap, but all that you see on the cart has been done in the past few months so my budget is exhausted for the time being...

I'm with the guys before in your controller is going. You could try cutting off the lower section of your controller cover because you will probably have to do that anyway with the new controller. This will let it breathe a little better but stay away from the puddles. New controller is pretty much waterproof, yours isn't.
