Default DCS won't arm, not sensing neutral?

I have a 1997 EzGo DCS cart with an Alltrax 500 controller, upgraded solenoid, wires, resistor, and diode. Otherwise stock cart with rear flip seat. The upgraded electronics have been installed since 2011 with no issue, other than replacing an aging set of batteries a year or 2 ago. One day a few months back, while driving the cart to a neighbors house, it cut out entering their driveway. The batteries were almost dead so I figured low voltage cutoff or some such, and figured NBD. Wrong.

Normally, the solenoid clicks twice upon turning the cart on and selecting a direction. Now it only clicks once and stays engaged until I return to neutral or turn the cart off. This seems to be causing the speed control to not arm, thus not run. At least that is my current theory.

Per my testing manual I have come up with these results for the 10 pin connector test:

Pack voltage: 36.5
Controller B+: 36.5
Pin 10: 36.5
Pin 9: 36.5
Pin 7: 0.1
Pin 5: 0.0
Pin 2: 0.0
Pin 1: 10.4

Other troubleshooting I have done:

Swapped pedal box ITS ring and limit switch from another older EzGo cart, no change.
The Alltrax 500 seems to know the throttle position is changing as the light changes to orange at full throttle.
Tested pedal limit switch continuity at the 6pin connector and all is well there.

What else should I be looking at here? Any input is greatly appreciated!
