The OBC does not come into play with this charger as it is a automatic/smart charger. Is it configured for On-Board or Off-Board? And be sure that it is hooked up correctly. What year is your cart; I am guessing pre-'14 which is when they went to the ERIC charging system. Have you downloaded the ChargerConnect App for it and seen what it has on the screen report? It will even tell you time remaining on the charge.

If two chargers are doing the same thing, I'd think that you've got some sort of battery issue that's keeping the charger from turning off.

NoleFan, both of his chargers are on-board design so the OBC doesn't play a factor in it at all.

Those voltage are not good, they indicate less than 80% charged.

The Lester Summit 2 has a cool mobile app as mentioned that connects by bluetooth to the charger and displays all sorts of diagnostic and error codes.

I am using the Lester app. Rechecked this morning and the batteries show between 8.4 and 8.5, but charger still does not shut off. The Lester app shows no fault and no problem. The app shows 100% charged and still does not shut down, always stays it is in Phase 1 of the charging stage and never goes to the fast blink stage.

I assume that You have the charger connected directly to the battery pack right?

Verify the Charger is configured for OnBoard as well:
Once you connect the App to the charger using Bluetooth, go to "System Profile" and make sure there is a check mark on "On Board".

Yes, it is connected straight to the battery, the onboard selection option is solid white, and the original charger had been working fine for two years..

36v DS former resistor cart with Scottyb's conversion, reverse contactor the whole nine. Only thing not new is the motor. Removed old charging receptacle fuse and added 400a fuse at the + end of the pack, per the instructions. Everything is running like a champ.

After a few test rides, I parked and plugged it in (older CC Accu Power). Assuming it would only need a couple hours of charge, I was surprised that it was still charging this morning. Curious, I took a reading of the pack (while still charging), 42.2v, I unplugged and haven't had a chance to re-read.

I know higher voltage is normal during charging, but is that high normal? What should I look for in the batteries and in the charger for symptoms?

You will see 46-48 volts
