Default 87 Marathon brake shoe size

I ordered a set of shoes (two long, two short) for my 1987 Marathon. It has the 7mm manual adjuster. The existing shoes turn out to be all the same. (all similar to the long shoes in my new set) Thinking that perhaps the previous owner used the wrong shoes, I installed the new set anyway. Problem is that the manual adjuster will not expand the new shoes enough to drag the drum to a dead stop. Actually when past the range of the flats by accident and had to disassemble the whole thing to back out the adjuster. I installed the best two old shoes with the two new long shoes and the adjustment seems normal. I read that 1986 was a split year for brake shoe types. Not sure what to order from here. Also, if I inadvertently installed the short shoe in the wrong position would that cause the issue? thanks for any help

Directions were in terms of leading/trailing shoe position I am pretty sure I had the long shoe at the rear of the cart

I must have the wrong shoe set Reading to measure the lining to determine the short/long shoes The metal part of what I called the short shoe is 3/8 shorter than the metal of the long shoe I will buy a set from one of the sponsors here Amazon might have been a bad choice
