I'm sure it is some kind of sales razzle dazzle because Tomberlin seems to rate their motors in peak KW.
The rating for the Tomberlin 48SS motor is 12.5 KW which is 16.75 HP.
If I were to hazard a guess it would be the constant rating of your motor is in the 4KW/5.5HP range.

Everyone seems to rate their motors differently, some rate as constant HP some are rated in peak HP. It is not really accurate to refer to a "2 hp motor" or a "5 hp motor", because horsepower will vary with volts and amps, and peak horsepower will be much higher than the continuous rating by as much as 5x, depending on the manufacturer.
Ezgo and CC rate their motors in continuous HP ratings, D&D rate theirs in peak HP, EMP and PlumQuick don't rate their HP.
Advanced rates theirs in inches and volts to get to the KW/HP ratings.

Clear as mud huh....
