Starter problems
My buddys clubcar is having starter problems, here's the deal, It wont do nothing until you reach down and turn the starter buy turning the belt. the belt is easy to turn so nothing is froze, what I am wondering is it a short in the starter or would putting in new brushes possibly fix this

You are describing a brushes problem. Try new ones. If that fails clean the armature too.
