Default Adding a 12V accessory

Trying to hook up a 12V accessory outlet. I have a 5A accessory fuse. that reads 12 volts with the key off. But with the key switch on it drops to 2.5 volts. 2013 Starr EV with a 48 volt system. Any help is appreciated
