Default Par Car 17 digit serial / VIN

A friend bought a Columbia Par Car from Craigslist and got a decent deal.
My knowledge is limited as I have EZs and CCs.

He asked for my help to find the actual year so he could add a windshield. (It looks like it had one at one time.) I checked all the normal spots for the serial, and none existed. One spot I did find something is under the scorecard holder.

This cart does not have the standard Columbia serial #, it has a 17 digit VIN. ??

The tenth digit of a standard auto VIN is the year, so this cart has a 4 there and I'm assuming it's a 2004.

This brings further questions. Is this an LSV direct from Columbia? Can it be titled? (He didn't get one in the sale.)

Any help would be greatly appreciated.
