cart slower down hill than up hill

just got a 2002 Gas EZGO. Haven't checked it on gps but is seems to go slower down hill than up hill. is that normal? why is it?

You'll need to adjust your governor in order to fix that.

I’m in process of adding the lift. I wanted to wait till that was done before I made any adjustments to the governor or accelerator cable but will do so when complete.
