2004? Par car columbia summit

Hi I recently got this golf cart and the guy who had it before ripped all kinds of wires apart.

I pretty much got the wiring back to normal BUT I found the cart doesn't move. No forward or reverse. I figured out it wasn't the key switch itself. Read somewhere that it might be the problem.

Heres whats going on... Im not sure if any of these things are normal or not..

1. the sevcon controller has 3 flashing lights (MOSFET short circuit)
2. the battery level indicator is always on unless i unhook the battery

I cant really find a whole lot of specs on this thing. it came as 2 batteries in series. 24v I read somewhere its 36 or 48v what is it?
