These engines have a bullit proff cyl so its not that most likey not the problem just put oil in cyl and try to start if it starts keep running 10 min. You sould have it. If you put stock rings in and it wasnt already bored the ring gap or stagger is not the issue,you are supposed to stagger but they turn when running so once they seat. I got a short block from briggs with no top ring,{strike year} and it still ran
