I agree, when working on electrical, just unplug one thing at a time and start checking. Use your voltmeter to check what has power, then unplug one wire, check it again, then reconnect. Go slow, be methodical, write it down if you have too. Electrical is pretty easy if you are organized and take it slow.

So, there is 12v at the pedal switch all the time? Yeah, sounds like someone rigged it up.

Tried unhooking lights and still same thing! However I see a wire running straight from pedal switch to hot on battery! Looks like it was definitely rigged! Thanks! Imay try and fix it next week! Heading to campground for the weekend! I appreciate you all helping!

Can I reroute the red wire that's running directly to battery to the key switch and fix my issue? Thanks
