I'm sure you could borrow an evacuator from a local parts store. They work great.
I have the whole cart on jack stands at the moment.

Another question is once the brakes are properly bled should the Brake pedal get stiffer?

A little but it is def nothing close to stock. Did you leave the stock brake pedal return spring on the equalizer bar attached?

No I had to replace that spring since the spot where the old one was is broke off. I got rid of the equalizer bar.

I re-bled the brakes again today. I think there may still be some air in the lines but I don't think I will really know till the cart is together and I try and drive it and stop. The brakes are actuating earlier now, but still when pressed all the way down I can spin the tire.

If you can spin the tire then yes there is still some air. Any chance of using the vac to bleed them?

Try pumping the pedal fast to get any out of master cylinder. With the cap off

Don't know about the vacuum, I may see if I can rent one... I am thinking the brake pedal should stiffen up, sort of like vehicles do. I don't know though since I have never messed with this type of brakes on a golf cart.

It's not going to like a car. That's why the equalizer rod and return spring should stay.
