You have a speed controller. That little box is a throttle pot. I think its a PB-6. There should be a microswitch inside that pot box. Sounds like either your throttle pedal is not coming all the way back or the pot needs adjustment so the microswitch will disengage. You can check it with a volt meter to see if it's shutting off. The solenoid and F/R switch might get hot if it's just sitting there with power going through it.....not enough power to move the cart but enough to get things warm.
