Default Yamaha cart doesnt run

I have a 99 g19 cart that wont run. It has brand new batteries and a new motor. Where do I start checking?
Thanks

Lets start with 2 questions, both important in diagnosing a "sepex" yamaha. 1- does the reverse beeper work? (Check under front nose to see if its unplugged if not). 2- when the tow/run switch is turned from tow to run, does the solenoid click on for a few seconds?

I use Yamahas awesome Z-2 tester (breakout box with indicators for all inputs, outputs, & motor volts), but those symptoms lead me towards a bad tow/run switch or bad controller.

Thanks for the replies, I haven't had time to look over the cart yet but I will post results when I do. Is there a way to check or bypass the tow/run switch to eliminate it as the problem?

Yeah, one side will have 48v all the time, other side will have 48v only when in "run" position.
