ezgo marathon wont go up hill

I have an EZGO marathon 4 stroke. On flat ground it will run great. The governor on the rear end (piece you have to adjust with the spring) was adjusted all the way back when i got it.
It will go great on flat land with 5 people on it but on any kind of hill it will just not kick down to go up the hill.
Both clutches move when i have it on jack stands. Engine clutch tries to close on itself as it should, rear clutch spreads open.
Engine has compression (cant remember what it was off the top of my head but both were in spec of one another)
I am going to try a new belt. I am not looking for speed only torque and being able to go up hills. Where i use the cart it is very hilly. I am going to try a 1 3/16x 39" belt and see if that helps any.

Any advice here would be appericated.

also wanted to add that it has a new carburetor, fuel pump, fuel filter, fuel lines, air filter, plugs are in good shape.

Did you try the shorter belt, and if so, did it help?

Yes i tried a half an inch shorter belt. Thats what Napa had in stock. Worked like a charm!
