A development...
It wasn't double sided tape after all
There was a broken off screw through the firewall and into the Controller.
Suspecting DS Tape I was prizing it off with a screwdriver and it let go with a loud BANG as the screw pulled out of the firewall. I totally crapped myself!
... so now with Controller wired but not touching chassis, I now get 11V

Firewall = aluminium wall behind battery bay, that the Controller is mounted to. Sorry. Incorrect use of a car word
I was incorrect there. I just disconnected yellow from solenoid and I still have 10.4 V
This electrical stuff is terrifying

LOL. OK. Give me a min to look at diagram again.

Also, have you grounded anything to the frame of this cart?

I just grabbed the stub of the broken screw with vide grips and removed it.
THIS POINTY SCREW WENT 3/4 inch (19mm) INTO THE BACK OF THE FRICKING CONTROLLER!
Lordy, how it this thing still even running??!!

IDK. But I think that poses a serious problem. What bothers me at this point is you say you are getting frame voltage without the controller touching the mount, and the yellow disconnected. IDK.

Bloody electrical poltergeist, I think.
I've re-mounted the Controller, but yellow not yet connected to solenoid. Still 10V
Disconnected positive lead to solenoid from battery stack- still voltage
Disconnected the other three small wires from positive terminals- STILL 7.2V
...but at least it's reducing???....

Morjus, I'm not the best of help in here, but it's after 2 am, and nobody else is in here to help. I was doing the best I could without causing further injury to the cart or to you.

At this point I would NOT hook the controller back up. Unhook the pack and take the controller OUT.
