I'm sorry yes I pulled the pre charge from the yellow wire and still have 48V on B+

Leave it off, the voltage should slowly go down on B+ as the capacitors self discharge, it may discharge faster if you put it on tow.

When you test the solenoid, put the meter probes on both small solenoid posts, You should go from no voltage 0L on the meter, to +48v with pedal pressed.

Yes B+ dropped when in tow much faster. When in run went right back to 48V

Tested Solenoid across both small posts. 0 Volts to 48 volts when pedal pressed yes.

If you still have the resistor off the solenoid, it should not have gone up to +48v unless you engaged the solenoid...

Make sure the solenoid is not "welded". Disconnect the big Yellow cable (from the solenoid big post) that goes to the controller.

Test the resistance between the 2 big posts, You should have an open circuit.

With Yellow wire disconnected but all other wires connected to solenoid there is no resistance between 2 big posts

The only time B+ on controller does not have 48v is when you throw it into tow. Key on or off, neutral forward or reverse make no difference. 48v unless in tow

I tried resetting the OBC and when it says the reverse buzzer will sound for a few seconds that part does not happen. The reverse buzzer never sounds then slowly dies like the capacitors are discharging slowly. When I reconnect the ground I get a big arc. I'm guessing the capacitors in the controller reenergizing.

I was told the cart slowly lost power when the incident happened. The cart ran out of juice slowly. When they got it back to her house she started charging and it's been 50 volts ever since.

That part of the stickies about the buzzer sounding off is only valid for the old carts where the buzzer was not driven by the controller. For any newer cart, just leave the battery disconnected for 10 minutes (the part about pressing the pedal has no effect either).

If the OBC was not working, the solenoid would not have engaged.

It does look like the controller got damaged as well... Did you check the controller 16 pin connector, specially the gray #9 wire for signs of melting?
