It's my understanding that it works by pulling against the throttle input. Basically, as rear end speed increases, it begins to pull back on the throttle to establish an equilibrium. By tightening the nut you increase the amount of resistance required to overcome throttle input. If that makes sense.

so you could just route throttle cable straight to carb and then set the lever on the rear wherever you wanted to then?

I guess but why ? The governor will give you a nice smooth acceleration curve and keep you from blowing the motor. Set fairly conservative with 23 inch tires mine runs mid 20s on speed. I guess if you want to go faster okay but remember these little engines are not made for it and pricey to replace..

well i was thinking possibly a second cable to apply pressure to the gov as you drive so you could maybe be able to adjust for speed but again i have a feeling my ignorance of its operation is showing
