Yamaha G22A Gas Golf Cart
While I am coasting down hill (happens every-time) the engine will buck a few times and then while going up hill it sometimes starts a whine or a chattering almost like it's not in gear. Not sure if I am looking at a governor problem or a clutch problem.

Welcome. Pull the cover off of the primary clutch. Check the rollers for flat spots or if any weights are broken.
