Default 36 Volt powerwise 2 charger help!

I have a 36 volt ezgo cart. I have a powerwise 2 charger. I bought the cart with bad batteries and just installed new batteries. When i hook the powerwise 2 charger up it the needle on the gauge jumps up to around 20. When I check the battery voltage with charger running it is 43.7. After awhile of charging the meter will come down to 5 but does not turn off. I tried it on my neighbors cart and it does the same thing. I hooked his charger which is a different charger to my cart and it will come on a few mins and turn off like batteries are fully charged. I looked for a troubleshooting guide for the powerwise 2 charger but didnt find one. Was looking for any help before I start throwing parts at it!

If the transformer hums when charger is plugged into AC, but not plugged into cart, the relay has been bypassed.

Here are the two manuals I use to troubleshoot PW-II chargers.

Where are you located? I've discovered that my Powerwise charger will 'stick' on when the temperature is below 15 degrees. A good smack with the palm of my hand unsticks it, I believe at some point I will need to replace the relay.

The charger has to be plugged into the cart and the wall for it to come on and start humming. I have the cover off and all wires are still hooked to relay. Thank you for the troubleshooting manuals

I am located in Mississippi! We never see 15 degrees here it would be horrible if we did people here can’t function when it’s 30!!!!
