Default 94 DS Governor arm

Just picked up first gas cart. Getting familiar with engine and components now. Needed new governor cable. When trying to adjust throttle, I noticed that the nut was loose on the governor arm. I looked up how to set arm back to “stock”. I’m curious about the shaft with the slotted head that the arm clamps onto that goes down into the rear. What does that shaft do in the rear? Or is it just a pivot point for the governor arm? You can turn it slightly back and forth with a slotted screw driver. But is it supposed to turn one way or another with the arm? Or is it supposed to be stationary and just a pivot point?

The governor shaft drops into the transmission and makes about a 70° turn and then contacts the nose on the governor assembly in the trans.
The governor is centrifugal, as the transmission spins faster it pushes back against the shaft, which moves the governor arm forwards which partly closes the throttle lever on the carb.

Adjustment is relatively simple, but can take some patience.
Usually people loosen the governor arm so it pivots, so it is completely detached from the governor, and allows the cart to run as fast as it can/will go. The main danger with this is over-reving of the engine. If the revs are kept below blow-up speed (about 4K rpm) then it’s fine to drive that way.
