My old 48volt motor was seized there too, I saturated it with liquid wrench, left it for an hour or so.

Got a support around the motor via a pole across the inspection cover and a strap around the motor body and gently tapped it with a rubber mallet. It came off with no damage to it at all after several attempts.

Be patient and careful, make sure you support the weight of the motor fully

Just a note to keep you from having this problem next time you need to pull motor, I use CC Moly Teflon Lub # 102243403 so shaft wont be stuck next time. I always replace the Guide Ring Inside motor shaft its CC # 101789101 and I always use a new Retaining Ring CC # 101822801 as they are minor costs while down but if bad causes noise and another motor pulling?? As I'm sure you wont want to pull motor twice?
