Good news! Your 87 ezgo is a 1991.5 year model = 1st run of controller carts. It has modern electronics which are very easily upgraded (as in plug & play) when the time comes.

First you need to determine if all the batteries are good. Low voltage does some strange things to these things.
You can use the cart as a load tester if you put all the batteries back in and reconnect everything.
Simply recharge the pack. Note the standing voltage then attach the meter to the main + and - and try to go. Observe the volt meter and record any change in voltage. Post results here. A significant drop indicates a power supply problem.
Once we establish a good power supply we can begin looking for the problem.

OK I did the test and here are my results.

I charged the pack for 12 hours last night and the charger turned off at about 10 am. I did the test on the pack at 10:42pm.
With no load the pack is sitting at 38.3 volts

When I hit the gas and hold it, I got 37.8 volts. It did not drop below 37.8 the whole time that I had the gas pressed.

Be careful when running the motor without any load. Brief spurts at low throttle are OK, but wide open throttle for any length of time is bad for the motor. If you need to do this, consider running it with the brakes partially engaged.

OK so I started to look at my cart a little more today and I noticed that my pedal has a lot of travel before it engages the motor. I then unhooked the pedal linkage from my pot box and then pushed down on the pot box lever to see if anything changes. Same results, I had to push the lever almost all the way down before I got any reaction from the cart. I'm at a loss here fellas, could it be that my pot box is not working? Thanks again for all your help.

okay, Let's test the pot box output. THe controller is looking for 0-5k, set your meter to 20k ohms and remove the 2 wires that come from the pot at the controller. Plug the test leads into these 2 wires, any order. now watch the meter at zero and then up through the arm travel...... what do you get?

And in case that is okay and I'm not back ....
check that you are getting solenoid click and 36v+ power at the small controller pin #1 each time you engage the throttle.

PS your pack voltage was sorta low for 40 minutes off a fresh charge? Is it dropping off still or holding?
