Was it ever running since you have owned it? If so, what has happened since it was running last?
While 140# is great compression, I have never seen one that high. Close, but never 140#.
Can you feel air coming out of the exhaust pipe while trying to start the motor?

I read somewhere that the compression should be above 120...I dont know it thats right but if it is, is it possible that it could be a bad carb, bad gas, or a drive belt not tight enough?

Is the plug soaked with fuel and wet after you try to start it?
Are you sure the throttle is opening the carb properly?
Disconnect the muffler from manifold pipe and try it to check for plugged muffler.
Check the reeds.

It wasnt running when I got it last year, I cleaned the carb and such and it ran for a little while then my problem happened, had to put it away for the winter and was getting ready this year it ran for about 5 mins and the problems happened again

The spark plug is not soaked doesnt feel like anything is on it

Unbolt the muffler from the header pipe and wedge a wrench or something in between, just so you've got a 1/2 inch gap or so. Try and get the old girl moving after that. If it does take off, be ready cause it's gonna make your ears ring. I just had the exact issue with a cart I'm working on and I went crazy trying to get it to run, turned out the muffler is plugged. I haven't done it yet, but it is said that the resolution to the issue is to take the muffler off and roast it over a fire to burn out the carbon blockage. (once you determine for sure that it is the issue, that is.)
