86 2pg cart was running but now wont start??

I live in FL and the cart I'm talking about is in TN with my mom,
OK this is what I did to the cart.
1. total rebuild upper and lower, seals every thing
2. I did BBQ the muffler
3. I did the coil up grade.

cart was rebuilt in 2012 ish, but the cart has only had maybe 10 hrs put on it,
still going on the 1st 50:1 tank of fuel (break in)

My mom doesn't use it very much, she snowbirds in FL for 6 months
they were using the cart the other day "it ran fine".
the next day the cart wouldn't start, mom says it's making a strange sound while trying to start it

they talked to a guy @ a golf course that works on gas carts,
he told them to see if they could spin the fly wheel by hand with ease,
and they can.

he said if they can then the cart has lost compression..
that makes me think head gasket but with only 10 hrs on it I don't know.
what can I tell them to check "remember I'm having to explain this to my mom" over the phone.

I've read about the piston rings facing up with the "R" thing, my buddy and I rebuilt the motor I don't remember seeing or looking for that.
THAT COULD BE MY PROBLEM..

You say it ran good for 10 hours, but the fuel is now 2 years old.

My bet would be that the filter, pump, and carburetor are gummed up from the crappy ethanol gas that they stick us with.

I put stalbill in the fuel, but yes I know two year old fuel...
but the fuel being two years old doesn't explain the free turning fly wheel,
I asked if she could push the cart around, she said yes, I know the last time i had the cart it was a BEAR to push with the belt on it.

smell the gas. i will bet that it does not smell like fresh gas anymore. i had it happen to me, changed the gas and it fired right up and has ran fine ever since.
