With the cart on Jack stands, the clutch fully engages, so I gotta ask are these wheels and tires too big to allow it to fully rev? They're 22x11x8

Can you post a pic of the secondary clutch? Mainly want to see a pic of the spring that is in it.

Thats the driven with what appears to be a green spring.

I don't know if that is the stock spring or not. You can either get a weaker spring for the secondary, or different pucks for the primary. A weaker spring in the primary is another option. First you need to know what is in the primary. This is a clutch tuning issue. There is nothing wrong except for the tuning, as long as the motor is revving out to about 3600rpm.

You need to take the clutch off the motor. Did you get instructions on how to remove the ribbed cover?
