What does done exactly mean? Reduced speed? Reduced distance? How reduced? You're giving me a heart attack over here.

By constantly charging them and using them will some life come back?

Also I noticed that when my CC charger is charging them it is buzzing really loudly. Are the two things related?

Don't panic. Breath deep

You have a couple of wild cards here that haven't played out yet.
1st is the meter. You will need to test it against atleast 1 or 2 known good meters to determine how far off it is, possibly take it where they have other (better) meters.
2nd, there could be one weak cell in the group. Each cell has a value of 2v. With a pack of mixed age and brand batteries I suspect one may be on it's way out. You could replace one with a used battery if needed.
To determine if one battery is bad connect the meter to each battery individually and accelerate hard. Do this for each battery, make a short quick test and record the results. If 1 battery is dropping alot lower than the rest it may need replacing.... this is a legitimate load test.

I went on a 3 mile ride the other day with no issues. That is the longest I've had it out for so far. Otherwise it's been sitting on the charger. I'll be taking it up north tomorrow and up there I'll be riding it plenty. I'll know right away if it's shot or not.

Well I used a real meter this time. A really high end Sperry. At full charge the batteries are at 50.5 volts. Last night I went on a 5-6 mile ride with the headlights on and afterwards the meter read 49.6 volts. Towards the end of the ride especially since it was all up hill I noticed the cart didn't seem as fast but that could be just getting used to it.

What does that delta say about the life of the batteries?

I've decided that the longest ride I would every take would be no more than 20 miles and those will few and far between.

Any one from an auto parts store will work fine.
