Default 2012 Yamaha Fleet Cart Speed Issue

Hey, newbie to golf carts and to this post and trying to find out some information on Yamaha Fleet carts.
I recently bought a 2012 48v Drive, Fleet cart that has been refurbished by local cart dealer, rear seat, full light kit, seat belts, 14" wheels and tires, no lift. I purchased the speed code upgrade on the cart and it only does 15-16 mph, dealer says they programmed for the 19 mph but is not achieving this. when I asked the dealer about the issue they said that all the fleet carts they have programmed are having the same issue and that it was with the motor installed on the fleet carts and they will do 19! the dealer is a new Yamaha dealer but has been in business for years selling other carts and are not as familiar with Yamaha yet I have been told. they recommend a motor replacement as the controller would not make a difference with this motor, not sure if this is true or I am getting a line of BS?
should a stock fleet cart motor and controller with speed code from Yamaha get to 19 mph? if not what is my most economical option.... new motor?

There is a known speed issue on some motors (not just fleet cars), Yamaha knows about it. He could read the service bulletins and know about it too. This brush holder will fix the speed problem.
