Default Leaf spring repleacement help

Help
I am replacing the stock leaf springs with heavy duty ones on a 98 club cart gas. My problem is getting them out, I even dropped the shock on one side and didn't help. The only thing I haven't tried is to drop both sides so axle can drop down to replace leaf. And yes I started on driver side and it is a BEAR !!!!!!!

Only do one leaf at a time!!!
The whole engine pan will drop causing some major damage to a number of things!

Jack the whole rear end up (both sides), and put jack stands at the frame just in front of the rear tires,
Then use a jack on the transaxle to slowly (lower if you have a lift, or raise if you don't) the one side you have the leaf spring disconnected on,
You should then be able to wiggle the leaf spring out, and wiggle the new one in!

Yea have it jacked up and jack stand under axle but the axle does not drop enough top get leaf out had to pry out and don't think I can pry enough for new spring. Watch all kinds of videos on this and they all show shock bracket above axle mine is below.

So... since your shock/brake cable bracket is below the axle, that tells me you don't have any type of lift on your cart...
removing the shock, the U-bolt, and disconnecting the brake cable, the brake cable "bracket" should just drop away...

Is that not happening?

Check your ground wire, mine was too short not allowing the rear to pivot down enough to remove my spring, unfortunately I found out the hard way when it pulled out of the eyelet & allowed the rear axle to drop too much.

Well removed shock and the axle still doesn't drop can pry it open just not enough to get new spring half way in. the shock mount is welded to the engine cart. And no this cart doesn't have a lift. I have replaced a lot of leafs before on trucks and the axle usually is free after the u bolts are removed this one isn't and I have jacked up 10 different ways to see if this is the problem. Did notice this is the short axle on rear end maybe the other side will be easier. Think I am to the point of taking leaf apart and putting it in that way.

I'm confused... your cart doesn't have a lift... the leaf spring should be under the axle!
With a lift kit, the leaf spring goes above the axle with new spring perches...

I don't understand what you mean by the shock plate is attached to the engine cart? What about grinding the welds off? There is nothing welded from the factory so I can only imagine what the previous owner did but if you weld anything to a leaf spring it makes the leaf weaker so replacing them isn't a bad idea anyway.
