Since the tach sensor wires are hooked up, I would check to see if the magnet (behind the tach sensor/mounted to the armature) is cracked or damaged.

Have some additional information. When I try to start off from a stop, I have to press the gas peddle several times and turn the switch on and off a couple of times before the cart will move. Any ideas?

Maybe "start/stop switch" at gas pedal. Next time you drive it, follow these steps to check switch- in a safe location-
1-turn key on & put in forward.
2-press gas pedal to the floor (it should not move, by your description)
3-slide your foot off the side of the pedal, allowing it to spring all the way up by itself.
4-press gas pedal again to see if it moves now.
5-if it moves now, you probably need a new pedal switch.

I have seen a pretty high failure rate on the switches for a while, seems better now, but we have not been moving big numbers of ydres.
