Default Spartan Body and Charger questions

My meter on the charger that came with my 2005 club car ds does not seem to move. It seems as though it is stuck up around 13amps. I had it pugged in overnight and this morning it showed the same. Even while watching it, it did not drop as it was charging. I can hear it hum, and this morning the volt meter on the dash showed 51.1. Can the meter itself be defective?

The Spartan body I am putting on came with a bumper extension. There is an upright attached to the extension that does not seem to have any purpose. Unless I put the extension on wrong. Anybody run into this and have an idea.

A follow up question:

The front of the Spartan body does not have any attachments to the frame. This seems a bit flimsy if there are no attachment points.

The windshield and the back seem to be the only attachment points.

Phil,
I though the same thing about the Spartan body when I put mine on. Do you have a lift Kit?

If you check out my build thread you can see some of it, but I did use a lift kit.

I have also attached a couple pictures of how I used the mount piece. I mounted it on top of the bumper plate, and bent it so it just rests against the grill. It really is quite stable once it is all bolted on.

My son figured out that if you reverse the bumper extension so that that bend at the top points towards the front, then the grill will sit right on top of the rubber piece on top of the bend. Much better.
