Has it just recently started occurring? Wondering if your bushings or pins have worn and are allowing it.... (and hopefully no damage)

Which part is rubbing?

If it’s only one spot on the wheel you could have a cracked hub and the wheels about to fall off. Jack it up, take the wheel off, try to move the spindle around by hand and see what moves.

Something is either broken or ....well....something is broken. Even worn bushings wouldn’t allow for the 2-3 inches of,travel needed for the lower spindle portion to touch the wheel.
Do what FairTax says. In life in general what fairtax says is good to do too....hahaha.
