Default 12v Reducer problems

Can anyone help me figure out why my 48v to 12v reducer is now only putting out 3.5v?

Last season, it was putting out 12v and powering my radio and underbody lights. This year, I added an alpha body kit (which includes new light harness) and I plugged the blue and black wires to my reducer fuse block. (Blue went to positive fuse block and Black went to negative bus bar)

After connecting the light harness, reducer clicks and radio will not power on at all. Disconnected everything from fuse block and independently tested each accessory with 12v battery. Everything works except for radio. Started to plug accessories back into fuse block (except for radio) and voltage reads 3.5 volts from the reducer.

Did I fry my voltage reducer and radio somehow? No fuses are blown.
