Default 2005 Club Car Electric Wont run

I have a 2005 Club Car Precedent/Electric. I have charged the batteries, even took all cables off to make sure they are charged. Used my voltmeter, theyre all around 12.2v. When I try to run the cart it moves about 1-2inches...very slow. I was reading forums and didnt know if I should reset the OBC so I followed the directions. At the point where it said the reverse buzzer would sound after 30secs, I got nothing. I dont know where to go from here. It wont run but seems to be fully charged.. If someone could please email me a reply, I would appreciate it. bcbbab@yahoo.com
