Default Thoughts on FNR

My forward works pretty well, but my reverse needs to be in just the right position to get it to move. I am thinking something needs to be replaced but not sure the whole FNR assembly does. My questions is should I replace the entire assembly or just the switches? What would you do? The assembly does have quite a bit of surface rust but not sure replacing it is the right thing to do.

How old is the cart? Lifted with oversize tires? Big-amp controller?
