It looks like the rectifiers are ok, you might want to check and see if one of the fuse links is open ...just one could be open, if both were open you would have zero output.

If you're talking about the one behind the charger receptacle on the cart and the one inside the charger itself they both look good

Well I was able to swap chargers and the same thing happens. Starts off at 7 amps and goes down to 4 amps. Put my charger on the other cart and it starts off higher than 10 and eventually trickles down. I think my charger is ok maybe it's my obc not working correctly. My batteries have good readings but I don't think they have much capacity because they run down quick. I just don't understand

Either the OBC is bad and won't turn the charger off, or the charger relay is stuck in the closed position.

How do I test the relay? If the relay was stuck wouldn't it not click after 10 seconds or so and just start charging as soon as I plug it in.

Since your charger worked fine on another cart, the relay is ok.
Since another charger had the same issue on your cart, there are 2 possibilities:
1) The OBC SCR that controls the charging current is bad.
2) One or more of your batteries is causing the problem.

You can try running a 10ga jumper from the charger receptacle negative pin/wire to the pack negative.
If the current goes all the way up on the charger, the OBC is the problem.
If You still only get 7 amps, and all of the cables/wires are fine, start testing the individual batteries voltage after the charger has been running for several hours to see which batteries are not taking a charge.

Ok I used a 10 gauge solid core house wire to jump the neg on the back of the charger receptacle to the main neg post on the battery and got the needle to move up about 1-2 amps so from 7 to 8 or 9

Here's an update. I checked the voltage of eAch battery while sitting and while hard acceleration from a dead stop. That is the lowest the voltage dipped down to before coming back up as speed leveled off.

Batt 1 sitting 8.59 driving 5
Batt 2 sitting 8.52 driving 7.9
Batt 3 sitting 8.55 driving 6.3
Batt 4 sitting 8.56 driving 6
Batt 5 sitting 8.56 driving 5.7
batt 6 sitting 8.59 driving 5

Wow these things are only 1 1/2 years old
