Snap Ring Pliers, interchangable heads, $5 at Harbor Freight, not the best quality but they'll work:

Thanks dougmcp i brought a pair of those. What it is i can compress the C clip with them but because of the limited space when i try and pull it up it just slips off. I must have tried about 20 times LOL

turn your head to the other side, and stick your tongue out 1/2" and it will come right outta there...if not a few 4 letter words should work.

Or if that doesn't work, compress the snap ring and slide a small screwdriver in behind it and work it out.

Soak with liquid wrench or pb blaster, not wd 40. let soak for a bit.
I have good luck with a dental pick to pry with as I am squeezing the clip.

You can also use a small strand of wire , drop it through the crack if it opens wide enough , then pull on the 2 ends
and watch to see where it goes.
