OOps should have paid closer attention to your picture the first time.
Go back to original picture of Charger jumped.
Remove and jump these 2 wires .
Not remove 2 wires and jump where they were once plugged in
which looks like what U did :))

Well, I jumped it properly and -nope-nothing! 99.9 percent sure that its the charger. Took it to a local golf course and the fellow there was kind enough to let me try it out on 1 of the carts there. Same thing-nothing.
Now I have to buy an new one, which I'm not upset about, the only thing is which one? I read somewhere about a much smaller (onboard) charger. Can't remember where, though...any ideas, pro or con about this? Thanks again for all the input!

the charger is totally rebuild-able. replacing the bad part will be MUCH cheaper than a new charger. see attached document for troubleshooting procedures.

OK,
with everything hooked up in charger as it should be. In your picture take the 2 leads off the reset button. Jumper them and see if it works. I have replaced a bunch of them lately!


If it runs then we know it's the problem, if not then we keep checking.

are you talking about the breaker?

not sure what you get them for, but they're $3.14 at digikey. link

Quick follow up......when the charger is plugged in, I'm able to run the cart in forward and reverse...is this significant? Its telling me that that the cart isn't even "reading" that that the charger is plugged into it. Am I correct on this? What does it point to? Thanks,

Does the cart move without plugging in the charger?
Are you thinking the charger being plugged in should keep the cart from moving?
If the charger isn't working it won't trigger the obc lockout to my knowledge.
I am just a tinkerer though, one of the experts here could clarify for you.
