You said that each time you pulled the spark plug it was saturated with fuel. This suggests that the plug is failing to spark under pressure. I know that you have a new one but it is only a few dollar item to rule the plug out.
Also I wonder if the HT lead is damaged and when you reposition it to test the plug it is making contact. Have you unscrewed the lead from the coil and checked for corrosion in there? If not it might be worth doing so, cutting off the last 1/2 inch or so, shooting some WD40 into the coil and reconnecting it. Is it possible that with the plug in cylinder the HT lead is brushing on the muffler and leaking through the insulation? It might be worth cranking it in the dark to look for sparks.
As you state the 2PG is very tolerant on timing and should fire the engine even if it is way off.

I agree with Dave. I just went thru it with mine, it would spit and sputter in reverse and nothing in forward. Everything was there compression, spark and a wet plug. I switched out the coil and it ran great, I went ahead and did the HEI conversion and no problems since.

Anyone have any photos of the pulsar, ring, timing? I'm having issues with mine running rough, sputtering, and not great power.
