I will give an update on Monday for sure. I have a replacement factory 12v converter to try and I am going to swap motor brakes with my buddies cart. Gonna keep my fingers crossed it is one of those two causing my problems. Thanks again for all the replies.

Hi Guys! So here is the latest. I tried a new factory 12v converter and that did not fix it. I swapped out the motor brake with a known working one and still no luck. I was able to do the "emergency" procedure to get the brake released so I could at least move the cart. Still having same issue. Turn the key on, solenoid clicks twice, brakes lights are stuck on and the brakes will not release so I am dead in the water. Any other thoughts or suggestions out there?

Where are you located?

The second click you mention puzzles me. The fist click would be the solenoid engaging to make 48 volts available to the controller and the motor.

Are you sure the second click is also from the solenoid?

If it is, the only thing I can think is that it then disengages.

If it fails any tests, it shuts the solenoid down. Second click is solenoid turning off.

I am in the Cleveland, OH area. The second click is definitely coming from the solenoid as I can feel both clicks when the key is turned on. I am going to be taking the cart into an EZGO service shop this Friday. If anyone has any other ideas in the mean time, please let me know. Thanks again for all the replies

Yesterday I delivered a RXV to customer, backed it off trailer. I went over the operation of how the cart works. I depressed the brake pedal to the floor and explained to him what the panic stop is, and why it's not a good thing to do. Then he went to drive it and nothing. Brake locked up, tow switch did not release, changing connectors under cover did not release. Right now im thinking it is the brake "panic" switch at pedal sticking or corroded. Running (brake released) after I pushed the switch with my finger, now it keeps running! So may or may not be the switch. We will see.......

Looks like that was the problem with with the brake not releasing on this cart, the brake switch
