Default New carb and now it won't move

I have a 1985 Gas EZGO Marathon, I just put a new carb on it and now it won't move in either direction. Before I changed the carb everything worked like it is supposed to except it was flooding out. (the throttle shaft was shot on the old carb). I am pretty sure it is something not hooked up rite on the cable to the governor. I have tried adjusting it several times but I am not getting any ware. Any help would be appreciated.

It sounds like the cart isn't actually running, and just turning on the starter. See if the exhaust is getting warm.

No it is running fine, It starts right up and and runs great you can set their and rev the motor wide open if you want to.

That's not the way the governor works. When the cart gets up to speed, the driven clutch extends to push a lever which in turn pulls a cable which closes the throttle.

Are both clutches spinning?
