Club car access panel

2005 Club Car Precedent. Trying to open access panel in rear bag well.
Two phillips head screws seem to be holding panel, however they spin freely when turned with a screwdriver as though not secured. Tried using pliers to grasp the phillips head to no avail. I am afresid of breaking anything so took a flat head screwdriver and tried prying the panel loose, to no avail. Again, I am fearful of breaking anything. I am trying to see if there is space behind this panel to mount or place an onboard battery charger. Any advice or help would be much appreciated. Thank you !!!!

Mine is held on with push pins. I think you may beable to reach the back side from under the cart. Likely has nuts on the screws. More than likely they will require a 7/16 wrench.

They have a captive thread insert inside and the screws have seized to the insert. My removal method is to pry out on the cover with a trim tool while spinning the screws at high speed with a 1/4" impact driver.
This basically melts the body panel around the thread insert and allows the insert to pull through. Once its out I vice grip the insert and remove the screws from the panel.
I then pop a plastic christmas tree trim clip in the old holes and drill a new hole on each side through the cover and use 1/4" thread lag screws drilled straight into the body plastic to hold the cover on.

If you're determined not to have to drill a couple holes, the inserts can be reached from below, with some difficulty. You'll likely need a helper to hold them with vice grips while you turn the screws.
Replacements are available through club car.

Sorry, I thought I read this was a DS, but you said Precedent, so the above probably doesn’t apply in your case.
For Precedent the panel should just be held on by a couple plastic push clips. Does yours have metal screws or plastic? Usually the plastic “screws” if it’s the type of clip I’m thinking of, don’t really “screw” out. You have to pry them out with a small flat screwdriver or pick, or the tip of a pocket knife usually works. Once you get it to come out some yank the screw part out with diagonal cutters under the head. The clip should pop right out after that.
