Default 2013 48v club cart carry all goes then stop, then goes a little more and stops

The cart will farther the longer it sits starting at 100 feet and decreases from there. It won't run again for several seconds, then it will move again for a short distance. The distance depends on how long it sets. The charge on the pack is just under 48v. The speed sensor seems to be working, it buzzes if I try to push it. Is this evidence of a bad OBC?
Thanks for your input.

Your pack is very low at just under 48v. How old are the batteries?

TY for the response. Interstate batteries with no date codes punched. Is that to low of voltage for it not to charge? One battery is reading 4v and the rest hovering around 6v.

Your pack is dead and shot. The cart is below 0% SOC (State Of Charge) and if your charger is working, you need to replace the pack. The shorted battery (4v) is killing the others and the charger cannot compensate.

Full charge is 50.9v which should be read 12 hours after the charger has cut off.
