The rubber part can be a bit of a pain to peel back, not to mention putting back in place. I recently had to adjust my shoes on my Club Car. I used a flat end screw driver to "pry" the edge of the rubber piece. Once you get a little part of it to peel away, it gets easier to peel the whole part away.

Another thing to look at, which cgtech alluded to, is the brake pedal free play. It could be this that is causing your problem. How much free play do you have?
